The Statewide Stormwater Coalition (SSC) is a group of over 90 local governments and organizations concerned about the recently issued draft Phase II municipal stormwater permit, specifically the cost and feasibility of the permit; and its impact upon the local business communities that are the economic backbone of the state.
Long term, the SSC is seeking process reforms to create a permit drafting process that is more transparent, includes all stakeholders and accounts for costs for what is proposed by state regulators. The current permit process is broken and we feel these changes will provide a process that results in better water quality in California without bankrupting local governments and their small business communities.
The SSC membership has a strong desire to maintain and improve water quality within our state. However it must be done through reasonable implementable regulation enacted over a reasonable period of time.
